posted to Project Gutenberg:

Apparently, the copyright wasn't renewed, so in the United States, it is
public domain. They are very careful about doing extensive copyright
research, but I would read or download it soon just in case it gets pulled.
I'll let others fill in the significance of this book in the Lone Ranger
series.
